This is a conundrum, we feel that it's French, from information gleaned we think it’s a Brasserie/Café table ball toss game, but whatever it is or wherever from just take a look at it, how talented was the painter and where were they picking up their ideas, filling it with all the people we imagine filling the streets of Montmartre?.
There is a Picasso style ring master, with Gaucho horse riders, a pretty cool jazzy girl, some bears, a Poirot style clown...and Nijinsky! so maybe they had visited the Moulin Rouge or the Ballets Russes.
This is very expertly painted for "just" a fairground game, probably for personal home use or idling away time with a cocktail outside the café, as we said, a conundrum.
